Net-PD Records Management

Records management (RM) automates the police procedures commonly referred to as paperwork.  As the main store of police data in the Net-PD system, there are several flows of data into the system as well as out.

The Records Management module interfaces with the data entered into the CAD module and provides data entry capabilities for reports normally filed on paper.  The database in which the reports are stored is designed to support the analysis of this data in ways that are impractical in a manual system.  There are a standard set of reports provided by the application.

Records Management also contains a set of tables known collectively as the Master Name Index or MNI.  The MNI is a validation for names in the system.  Associated with the name is a listing of profiles, traits, and aliases.  Profiles contain information about the person such as address, phone number, employer, etc.  Traits contain height, weight, eye color, etc.  Both profile and traits are dated to show how the person has changed throughout time.  Aliases contain names that the person has been known to use in the past.

RM also shares the GEOBASE with the CAD module.  Locations in RM are validated against the GEOBASE as they are in CAD.  The following functions are available to the Records Management user:

  • Collect Incident Data:  This consists of all reports filed by police officers, all information gathered in subsequent investigations, etc.  Information tracked includes incidents, offenses, victims, offenders, involved parties, property, motor vehicles, and alarms. These reports can be modified to meet any PDs specific format. The supplied reports are:

1.       Investigation Report:  This form is used to report all crimes and offenses such as Homicide, Assault, Threats, Kidnappings, Harassment, Domestic and Bias Crimes. Additionally, this report also incorporates Juvenile Release, Sudden Death, Missing Persons, Fatal Motor Vehicle Accident Investigations and others as required by user agencies

2.       Additional Victim Report:  This report should be used to report additional victims for an investigation report which has already been completed. 

3.       Victim/Property Description Report:  This report is used to report the following property types: stolen, lost, found, seized, recovered, burned, damaged or destroyed, or held by a police authority for safe keeping. 

4.       Supplemental Investigation Report:  This report should be used to report supplementary and final investigations of incidents previously reported in an investigation report.

5.       Arrest Report:  This report is used to report arrests for indictable offenses, juvenile arrests, and service of non-traffic summonses after custody and/or processing has taken place.

6.       Suspect/Field Interview Report: The report should be used to report when an officer interviews a person not directly related to an offense.

7.       Accident Report:  This report is used to record all information about a motor vehicle accident including date, time, location of accident, involved persons, involved vehicles, and a narrative.

8.       Operation Report:  This report should be used for all incidents which are not reported in any other report.  These incidents include animal calls, assist citizen, first aid calls, assist another agency, and hazards to traffic and pedestrians.

9.       Narrative/Continuation Report:  This report should be used whenever the space provided in any other report was insufficient to record the officer's statement.

  • Maintain Warrants:  Enables users to add, update, and delete a warrant.  Warrants in this sense refer to individuals wanted for any number of reasons.  After a period of time defined by the municipality, the warrant is deleted from the system.

  • Record Arrests:  Allows users to add, update, delete, and view arrest reports.  Arrest reports are records of individuals taken into custody.

  • Record Traffic Summonses and Warnings:  Provides users with the ability to add, update, delete, and view summonses and warnings issued to individuals.

  • Record Restraining Orders: Provides a means for users to add, update, delete, and view information about persons who are under court restraining orders.  This utility will track information about the persons and conditions of the order.

  • Licensing and Registrations:  Allows the Net-PD user to record, modify, delete, and view information about 5 specific licenses tracked by a local police agency.  Included in the system are animal licenses, bicycle registrations, firearms licenses, ABC licenses, and Alarm registrations.  The system also provides a sixth generic license or registration maintenance utility.  All types track the person applying/receiving/possessing a license or registration and is related to the profile about the individual.

  • Personnel Records:  Records Management tracks information about police employees.  The user will have the ability to add, update, delete, and view information relating to the promotion, skills, and training of a municipality's officer.

  • Prisoner Records:  The system also tracks information about persons in custody.  This will allow users to add, update, delete, and view profile data about a prisoner and various activities about the prisoner reported while in custody.

  • Alarm Notices:  As alarms systems malfunction or trip erroneously or intentionally, false alarms are generated.  The system allows the tracking of alarms and takes action accordingly.  These actions include issuing warnings and fines to the owners/operators of the equipment generating the alarms.

  • Master Name Index:  This data table provides a central reference for all persons entered into the Police Services database.  For example, all personnel records, arrest records, license and registration records contain a reference to this index.  Every table that contains an individual’s name will reference this table.

  • Report Generation:  Records Management will produce a series of reports for analysis of the data entered into the database as described above. 

  •  Crime Analysis/Incident Report:  This report allows the user to select records by virtually any element and produce several different outputs.  As it is named, this report is designed to facilitate the investigation of incidents with the final goal of identifying persons who may have been involved.  As such, the report provides a method for locating Names and Incidents.  

  • Database Maintenance:  This provides a screen interface for each of the validation tables used by the Records Management module.

Net-PD Computer Aided Dispatching

The Computer Aided Dispatch Module provides an on-line interface for dispatchers to log incoming calls and manage active police resources. It serves as a resource allocation tool, enabling Police Departments to prioritize Calls For Service (CFS), and allocate available police units.  The CAD System maintains status information for all units and all pending Calls For Service, and recommends which units should be dispatched to a call.  These functions allow the dispatcher to allocate limited resources in a more effective manner.  The system is designed to support municipalities with single or multiple enforcement agencies.

The CAD System also provides an optional feature, the GEOBASE, which validates the location of calls and provides essential information regarding Involved Parties to the officers responding to the call.  

Our CAD module is also designed to work for Fire Departments, First Aid Squads and Health Departments.

  The following functions are provided for the dispatcher.

  • Track Call For Service (Call Taker Screen):  Track Call For Service maintains a history of calls for service by supplying data to the Police Services Geobase.  This history, along with alerts, gun licenses, etc. will allow the dispatcher to allocate adequate personnel for the call and inform the personnel of any special circumstances seen in the history.  A CFS, when entered, will appear on the system Status Display Screen (described below).

  • Status Display Screen:  This screen provides a display interface that is updated each time the status of a unit or a call for service is modified.  It shows active patrol units, open calls which have not been dispatched, and dispatched calls and units.  It also provides a command line that allows the dispatchers to dispatch, arrive, and clear calls.

  • Shift Startup Screen:  Shift startup allows the dispatcher, or other authorized personnel to assign officers and vehicles at the start-up (beginning) of a shift and for the release of officers and vehicles at the stand-down (end) of a shift.

  • Geobase:  The GEOBASE is an optional feature that provides site verification for addresses and locations.  These locations are associated with commonplace names, area, districts, etc.  This information can be related to incoming incidents, etc. via the address field.
  • Alert Timers are durations associated with each type of CFS and of unit activity.  These time durations are a safety measure for police officers, as they alert dispatchers to units that have not reported on a timely basis.
  • Track Unit:  Track Unit allows the dispatch personnel to select from a pool of active police units.  Each unit will be tracked by current location (if assigned to a call), status at current location, officer assigned to unit, etc.  This information will aide the system in matching the next CFS to the next available, closest, most qualified personnel, etc.
  • Dispatch Support:  Dispatch Support provides access to the Phone Number Index and Standard Operating Procedures (SOP) information. The site administrator or other authorized personnel will enter and maintain this information.

  • Enter Dispatch History:  Enter Dispatch History provides an interface for adding CFS information for users who do not use the CAD module for their municipality.  Data entered in this manner is not broadcast to the system Status Display Screen like normal calls for service.  Once data is entered, the users can use the reporting functions available to CAD to perform analysis of the data.

  • CAD Reports:  CAD Report Generation produces standard workload analysis reports and ad-hoc reporting capabilities.

  • CAD Database Maintenance:  CAD Database Maintenance consists of a number of data screens that allow the administrator to add, modify, and delete records in the CAD validation tables.      This includes the maintenance of:

    1. Police Personnel records
    2. Vehicle records
    3. Standard Operating Procedures
    4. Location information (GEOBASE)
    5. Telephone number information (Phone Number Index)
    6. Various codes and validations
  • Command Line Interface:  The CAD module features a special command line interface, which supports the entry of approximately 25 shorthand commands for dispatching units, clearing calls, etc…

  • 911 Interface – The CAD module interfaces with the E911 system to retrieve the caller name and address and allow the user to enter a Call For Service. 

Net-PD Supervisory

The Supervisory module provides several special functions necessary for the upkeep of the Net-PD system.  Each municipality will have its own local or site administrator (SA). The most critical of the duties of the System Administrator is the maintenance of application data backups.

This module will provide the SA with full flexibility to add and remove users, as well as grant and revoke access to all system data and processes.  The system security will be implemented at the form level with the ability to grant and revoke query, add, update, and delete privileges.  A list of screens available to users will be maintained by the SA for this purpose.

The SA will also be able to modify the context sensitive help files and the system error messages for content and readability.

Other Features and Benefits

  • MDT Access - The system can be accessed from a Mobile Data Terminal installed in the police cars.
  • Thin Client solutions.  The system supports Thin Client technology and does not require that you upgrade your current client workstations to run the system.  This will allow you to preserve your investment in your current workstations and still have the benefit a new and speedy system.
  • Web Interface - The application provides a web interface which will allow you to access the application from a web browser.  There will not be a need to install and maintain any additional software on your PC workstations.  It will also allow the users to access the system from any client platform that supports a web browser.
